The legal framework
It isn't good housekeeping. It's a legal obligation.
Order 2.634/2015 issued by Romania's Ministry of Public Finance requires that documents entering and leaving a company be logged chronologically, with a sequence number and a date. A notebook kept correctly is legally sufficient — the problem shows up when you need to find something, prove something, or replace a torn-out page.
The registry does exactly what the paper version would do, except the numbering can no longer go wrong, a search takes two seconds, and the export comes out in the form you hand over at an inspection.

Where Excel breaks down
Excel works up to a point. Then the drama starts.
Everyone starts with Excel — it's free and everyone already knows it. After six to twelve months, especially once someone else starts working on the file too, the same four problems show up for everyone.
